Issue regarding the second airport in Almaty – Ministry of Investment and Development of Kazakhstan names terms of the project

The Ministry of Investment and Development, Kazakhstan, told about the project to build a second airport near Almaty, Kazinform reports.

“As regards the Almaty region, as an international tourism center, the actual issue is to create a modern airport infrastructure with the potential for further growth. Within the framework of the Nation’s Plan named as “100 concrete steps”, it is envisaged to create an international aviation hub near Almaty with the involvement of a strategic investor,” the Ministry said in response to the new agency’s request, which was signed by the Vice Minister Kairbek Uskenbaev.

MG Holding is an operator of the project and its main function is to attract investments for the project, including ones from Singapore.

As the Ministry stressed, in order to protect investment, MG Holding has developed a draft intergovernmental agreement between the Republic of Kazakhstan and the Republic of Singapore to build an international aviation hub near Almaty, which, in the light of the comments of the state bodies of the Republic of Kazakhstan, is under consideration by the Singapore side.

“The main requirements of the draft agreement include the granting of the right to gratuitous long-term land use (a land plot of 22,000 hectares for a period of 100 years), tax privileges, customs preferences, the application of a special visa regime, and the creation of a satellite city with a separate administrative territory using “English rights”, which will require ratification of the agreement,” the reply to the request reads.
