What is the Aviation Administration of Kazakhstan and what will it do?

The Aviation Administration will begin its work in Kazakhstan, and it will monitor flight safety, implement technical control and oversee compliance with civil aviation requirements, Tengrinews.kz reports.

The Aviation Administration of Kazakhstan (AAK) JSC will begin its activities with the introduction of the relevant amendments to the Law “On Using Airspace of Kazakhstan and Aviation Activities” on August 1, 2019, the Civil Aviation Committee (CAC) under the Ministry of Infrastructure and Investment Development (MIID) responded to the official request from Tengrinews.kz.

“The Administration’s activities will be aimed at ensuring the sustainable development of the civil aviation industry of Kazakhstan, flight safety and aviation safety. The Administration will implement technical control and supervision over compliance with the requirements established by legislation on the use of Kazakhstan’s airspace and aviation activities,” the CAC explained.

Starting the work, they will revise the qualification requirements for aviation inspectors; they will attract domestic and foreign experts to the Administration. Since the regulation of the civil aviation industry in Kazakhstan is planned to be transferred to the British model, the Administration’s development strategy will also be developed together with the experts of the United Kingdom’s Civil Aviation Agency (UKCAAi).

“Work is underway to re-register and change the statutory documents of the JSC. Currently, the issue of attracting UKCAAi representatives to provide technical assistance is being considered. The issue of appointing senior management of the Aviation Administration of Kazakhstan will be decided in agreement with higher state bodies in accordance with the Law,” the CAC noted.

It is known that the AAK head office will be located in Nur-Sultan. The CAC also added that no budget funds were allocated to form this Administration, because it was created through the reorganization of Kazakhstan Transport Leasing Company JSC.

Recall, on April 22, President Kasym-Zhomart Tokayev signed the Law on the Aviation Administration of Kazakhstan.

In October 2017, senator and cosmonaut Talgat Musabayev said it was necessary to create a single state agency that would control flight safety. “Very low level of flight safety” Mr. Musabaev said then about air crashes in Kazakhstan.

“In Soviet times, the agency was called Gosavianadzor (State Air Supervision Department) and it could carry out inspections of aviation equipment, flight personnel, control room, engineering staff of all types of aircraft, except military ones. It should be given such rights so that it would not be controlled by one particular ministry and check the aircraft of all kinds and models,” Mr. Musabayev said.

In January 2018, the MIID announced its plans to create a national company that would monitor the safety of flights in the country.
