EAEU develops approaches for fair competition in air transport

On November 26, 2019, the Board of the Eurasian Economic Commission (EEC) recommended that the EAEU member states to ensure the simultaneous implementation of a package of measures aimed at expanding air traffic and ensuring fair and fair competition in the phased formation of a common market for air transport services of the Eurasian Economic Union by 2025.

The implementation of these measures will contribute to improve the quality and degree of accessibility of services for passenger and cargo transportation by air. Thus, when levying charges for air navigation and airport services, it is recommended that the operators of aircraft of other Member States performing regular international air communications between the participating countries use the same tariff rates as their operators. And when making settlements in national currencies or in the currencies of third countries for air navigation and airport services, use the official rates established by the national banks of the Member States on the relevant calendar dates.

In transit flights of aircraft of other member states, it is recommended not to allow the collection of additional payments (compensation payments) for the use of their airspace. In addition, it is proposed to include in its legislation provisions according to which the provision of airport and air navigation services to consumers of other Member States is carried out under conditions no less favorable than the conditions under which these services are provided to their consumers.
